The adoption of the European Parliament and Council Regulation laying down the framework for the creation of the Single European Sky obliges the Commission to establish effective consultation mechanisms for the appropriate involvement of stakeholders in the implementation of the Single Sky, in particular in relation to the development and introduction of new concepts and technologies in the European Air Traffic Management (ATM) network. The Commission has established the Industry Consultation Body (ICB) and there is a need for the provision of consolidated information required to support the decision making within the ICB in terms of strategy, operational concept, high level architecture, roadmap and implementation. It will also support the definition of ensuing work programmes for rules and standards, Research and Development and Trans European Transport Networks. The ICB involves the various industrial interests involved in air traffic management (Air traffic service providers, airspace users – both airlines and general aviation, aircraft and avionics manufacturers, ATC equipment manufacturers, airports etc.) at high level. Its role is to provide input to the Single Sky Committee and the European Commission to help guide strategy, RTD and TEN-T planning, standardisation etc through a commonly agreed `roadmap’ as defined by the SESAR Definition Phase for the development of the European ATM system. The European Commission is launching an invitation to tender for services with a view to concluding a framework contract valid for a period of one year from the date of signature of the contract and renewable by tacit reconduction for three further periods of one year. For the tasks covered by this invitation to tender, the services will provide technical support to the ICB.
