A new call for tender has been issued by the European Commission.

The main purpose of this investigation is, on the one hand to provide guidance to the various rail players on how responsibilities should be assumed, taking into account of how the safety directive is actually implemented in Member States and in accordance with existing case law. On the other hand, the study should provide a critical assessment of the established approach to safety, taking also account of its comparison with other transport sectors. The conclusions should include recommendations on how to make this approach evolve. Eventually, the conclusions of the study could be used as a basis for reviewing principles concerning responsibility as set in article 4 of the safety directive.
