On 15th March 2011, MEP Luis de Grandes Pascual presented his draft report to the Transport and Tourism (TRAN) committee at the European Parliament. The draft report focuses on the main concerns of ensuring passengers fundamental rights and health.

This report came as a response to the Commission report on enhancing civil aviation security. Due to the latest terrorist attempts in civil aviation and several European airports implementing the body scanners for trail period, the commission has decided to add body scanners for the approved list of civil aviation security measures.

However, some claim body scanners might endanger several fundamental and health rights enshrined in the EU treaties. Therefore, the Commission wishes to regulate the standards at a European level to ensure these rights will be guarded equally at all airports.

The Commission will publish a further impact analysis on the subject with a possible legislation proposal in the upcoming months.
